DESCRIPCION

 

I INTRODUCCIÓN

 

I - Artículo 1

La 3ª edición del Festival PIFF, tendrá lugar en la ciudad de Paraná, del 3 de Septiembre, al 10 de Septiembre de 2020, siendo el “Espacio Jai” el lugar de proyecciones y presentaciones físicas; también se realizara la entrega de premios en el ya mencionado. El “ONLINE PIFF 2020” comenzara el 17 de agosto hasta el 3 de septiembre inclusive, y las películas se postearan en el canal del festival que posee en la plataforma “Youtube”. Ambas programaciones son competitivas, y distintas una con la otra.

 

I - Artículo 2

La sede central del Festival de Paraná está ubicada en la siguiente dirección: Asociación Civil B. Pedro Lemebel, calle Santos Vega 1754, locales 9, 10 y 11, Galería Comercial “El Sol”.Su oficial Fanpage: PIFF: Link: https://www.facebook.com/pifffestival/ Paraná (Facebook) ofrece una información detallada e indica como contactar con el Festival y sus diferentes departamentos.

 

I - Artículo 3

El FESTIVAL INTERNACIONAL DE CINE DE INDEPENDIENTE PARANA, que está integrado a partes iguales por el Grupo Transmedia Argentina, y el CICVE (Centro Internacional de Investigación en Cine y Video Arte Experimental), pertenecientes a la Asociación Civil "Biblioteca Pedro Lemebel". La organización del Festival de Paraná está encabezada por su director, Esteban Amatti.

 

I - Artículo 4

El Festival de Paraná está reconocido por el  “Centro Internacional de Investigación en Cine y Videoarte Experimental”, dentro de la categoría “festivales de cine competitivos”.

El Festival de Paraná se propone aportar una contribución positiva al desarrollo de la cultura y de la industria cinematográfica.

 

I - Artículo 6

Todas las películas presentadas en la 3ª edición del PIFF serán elegidas por su comité de selección, encabezado por la dirección del Festival y asesorado por una red de delegados internacionales, compuesta por una serie de profesionales, especialistas en el mundo del cine y en festivales cinematográficos. El mismo se denominará “Comité Internacional Clasificador de Películas”

 

 

I - Artículo 7

Todas las películas seleccionadas en la 3ª edición recibirán un certificado de participación por parte de la dirección del Festival de Paraná.

 

 

 

 

II PRESELECCIÓN DE PELÍCULAS

 

II - Artículo 1

 

Únicamente podrán participar en el Festival de Paraná los largometrajes, mediometraje y cortometrajes que acepten las normas estipuladas por su dirección y que cumplimenten debidamente el formulario de inscripción, especificado en cada una de las plataformas.

 

Los productores o representantes de las películas con producción o coproducción argentina, deberán ponerse en contacto directamente con el departamento de películas antes de inscribirse en el formulario online.

 

II - Artículo 2

 

Los largometrajes, mediometraje y cortometrajes inscritos deberán cumplir las condiciones siguientes:

• Tener una duración mínima de 4 minutos y máxima de 120 minutos.

• Haber sido producidos durante los 18 meses anteriores a las fechas del inicio del Festival.

• Cumplir los reglamentos o directrices de cada una de sus secciones.

 

II - Artículo 3

 

Todas las películas inscriptas serán consideradas para cualquiera de las secciones del Festival que componen su programación, aunque cada sección tiene sus propios requerimientos y especificaciones.

La red de delegados internacionales que asesoran a la organización del Festival de Paraná puede servir de ayuda a todos aquellos que deseen inscribir sus películas o tengan dudas de cómo hacerlo y el departamento de películas del Festival, resolverá cualquier tipo de duda respecto a la inscripción de películas en el Festival.

 

 

 

 

 

 

II - Artículo 6

 

La admisión de los audiovisuales inscritos para el PRE selección finalizará el 25 de Agosto del 2020. La dirección del Festival se reservará el derecho de admitir audiovisuales inscritos fuera de plazo; también se reservara el derecho de admitir audiovisuales para ambas programaciones mencionadas en el articulo 1, punto I (Introducción)

 

II - Artículo 7

 

Los estrenos mundiales o internacionales tendrán prioridad a la hora de ser seleccionados, aunque cada sección del Festival tiene sus propios requerimientos y especificaciones.

 

No se admite la inclusión de películas en plataformas de VOD siguiendo los requerimientos y especificaciones de cada sección respecto al tipo de estreno requerido (mundial, internacional o nacional), a excepción de aquellos casos en los que sea de uso estrictamente profesional y con acceso restringido.

Excepcionalmente, el comité de dirección se reservará el derecho de admisión de aquellas producciones que hayan participado previamente en ciertas manifestaciones cinéfilas no competitivas.

 

 

 

 

 

II - Artículo 8

 

Los soportes aceptados en el proceso de preselección son preferentemente: DVD, Blu-ray (zona/región 0) y/o link. También se aceptará DCP (en este caso, una vez realizada la inscripción, deberán ponerse en contacto con el departamento de películas,departamentopiff@gmail.com, para indicar las KDM). También AVI, Mp4 y MPeg

 

El comité de selección podrá aceptar en el proceso de preselección copias de trabajo de las películas previa especificación de los productores o representantes de las mismas.

El Festival se reserva el derecho a descargar las películas inscriptas mediante enlaces online para el visionado offline de la misma. El uso de esta descarga será de uso estrictamente interno por parte de los miembros del Comité de Selección, salvo que queden seleccionadas para la programación ONLINE.

 

 

II - Artículo 9

 

Los largometrajes, mediometraje y cortometrajes inscritos en el proceso de PRE selección deberán ser presentados en su versión original:

• Sin subtítulos si el idioma original de la película es en castellano.

• Con subtítulos obligatorios en castellano (Español) para versiones originales en otros idiomas.

 

 

 

II - Artículo 10

 

El envío de las películas inscriptas en el proceso de preselección deberá hacerse, vía mensajería o correo, indicando el número de envío y el título de la película, a la siguiente dirección:

El coste del envío de las películas inscriptas para la preselección correrá a cargo de las personas o compañías que las hayan inscripto.

 

El material de preselección no será devuelto, salvo petición expresa de las personas o compañías que haya inscripto las películas para su preselección, que deberán hacerse cargo de los costes de envío. Esta devolución sólo será posible en los seis meses siguientes al Festival y a través departamentopiff@gmail.com

 

El Festival no se hará cargo de los posibles daños causados al material de preselección durante su envío o devolución. Solo las películas seleccionadas serán requeridas en su versión oficial.

Todos los trabajos enviados, seleccionados o no, serán catalogados y se les otorgara un diploma certificado de participación en este Festival. Los trabajos no seleccionados serán inmediatamente promovidos a la categoría “No Competitiva” del Festival.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

BASES

 

III PELÍCULAS SELECCIONADAS

 

III - Artículo 1

 

Cuando una película sea invitada oficialmente por el director del Festival, los productores o representantes de las películas seleccionadas deberán confirmar el formulario de inscripción, enviado con anterioridad y debidamente cumplimentado, no más tarde del 25 de Agosto del 2020.El formulario se exhibe en la plataforma ni bien usted accede a la inscripción.

El Festival reconocerá al firmante de esta confirmación como único interlocutor para negociar todos los aspectos relacionados con la participación de la película en la manifestación y como único responsable frente a otras empresas o personas que hayan podido participar en la producción de la película.

 

La confirmación por parte de los productores o representantes de la película seleccionada significa que no podrán retirarla de la programación y la aceptación de forma irrevocable de todas las reglas requeridas por la dirección del Festival.

 

III - Artículo 2

 

La invitación de cada película seleccionada por el Festival de Paraná será estrictamente confidencial entre la dirección del mismo y los productores o representantes de la película invitada, hasta que el Festival decida anunciarlo oficialmente.

La programación global del Festival de Paraná y los horarios de las proyecciones son competencia exclusiva del comité de dirección de Festival.

 

III - Artículo 4

 

Los soportes de las copias deberán adecuarse a las exigencias técnicas de cada sección del Festival.

Los soportes exigidos para todas las secciones del Festival serán DCP y 35 mm. En los casos en los que el soporte sea DCP, el departamento técnico del Festival enviará el certificado del servidor a los productores o representantes de la película, así como las coordenadas para recibir las KDM. Los costes de elaboración de las KDM correrán también a cargo de los productores o representante de la película.

En ningún caso se aceptarán en la programación del Festival los soportes DVD o Blu-ray.

 

El departamento técnico del Festival, tecnicafilmsparana@gmail.com queda a disposición de los titulares o representantes de las películas invitadas para recibir las indicaciones precisas para una buena proyección y solventar cualquier consulta técnica que requieran.

 

La dirección del Festival de Paraná se reserva el derecho a no aceptar las copias que, tras el control del departamento técnico del Festival, resulten inadecuadas para la proyección. La dirección del Festival transmitirá a los titulares o representantes de las películas el informe técnico si se encontraran irregularidades en la copias.

 

 

III - Artículo 5

 

5 días antes del inicio del Festival, los productores o representantes de las películas invitadas deberán enviar a su cargo:

Una copia en versión original (el máximo de copias a enviar al Festival queda a disposición de los productores o representantes de las películas):

Con subtítulos en castellano, si la versión original de la película no es en castellano.

Con subtítulos en inglés, si la versión original es en castellano.

Un DVD de la versión original definitiva de la película con subtítulos en inglés y la correspondiente lista de subtítulos en inglés para la realización de la subtitulación electrónica adicional.

 

Un trailer de la película para uso publicitario del Festival de Paraná en sus galas y Fanpage oficial.

III - Artículo 6

 

Los gastos de transporte de las copias de las películas seleccionadas, así como el seguro de dichas copias correrán a cargo del participante hasta su llegada a la sede central del Festival, o a su agente de aduanas.

 

El Festival de Paraná se hará cargo del seguro de las copias desde el momento en que éstas lleguen a su sede central, o a su agente de aduanas, hasta el momento de su devolución.

 

La devolución de las copias de las películas seleccionadas por el Festival, también correrá a cargo del participante y no se efectuará antes de su fecha de clausura.

En caso de deterioro de una copia durante los días del Festival, la responsabilidad del mismo no superará el costo de tiraje de una nueva copia, según las tarifas en vigor de los laboratorios para el tiraje de la copia estándar.

 

III - Artículo 7

 

En caso de que los soportes sean DCP, los costes de elaboración de las KDM correrán también a cargo de los productores o representante de la película.

 

III - Artículo 8

 

Los materiales de documentación necesarios para boletines de prensa, catálogo y Web oficiales del Festival (sinopsis, ficha técnico-artística, biofilmografías, fotos de directores/as, película y fotos de la película), se extraerán del formulario de inscripción online, que deberá estar debidamente cumplimentado no más tarde del 25 de Agosto del 2020.

 

El servicio de documentación del Festival, será el coordinador de este material y quedará al servicio del participante para resolver posibles cuestiones al respecto.

 

III - Artículo 9

 

El departamento de prensa del Festival, requerirá el material promocional necesario destinado a los medios informativos acreditados en el Festival.

El envío de este material promocional se hará a cargo de los productores o representantes de la película, o vía online. El envío de este material promocional se hará a cargo de los productores o representantes de la película.

 

III - Artículo 10

 

En caso de conflicto imprevisto (de organización o de funcionamiento) o de que estas normas no se cumplan convenientemente, la dirección del Festival de Paraná conserva su soberanía y se reserva la potestad de la última decisión, ateniéndose a las normas del “Centro Internacional de Investigación en Cine y Videoarte Experimental”, en lo que respecta a las manifestaciones de cine internacionales.

 

Si hubiere algún tipo de divergencia sobre la interpretación de estas normas se aplicará el texto en castellano.

Cualquier duda que pueda suscitar la interpretación de estas normas será resuelta por la dirección del Festival de Paraná.

 II FILM PRESELECTION

III SELECTED FILMS

 

 III - Article 1 When a film is officially invited by the director of the Festival, the producers or representatives of the selected films must confirm the registration form, sent beforehand and duly completed, no later than August 25, 2020.The form is displayed in the platform as soon as you access the registration. III - Article 2 The invitation of each film selected by the Paraná Festival will be strictly confidential between the director of the same and the producers or representatives of the invited film, until the Festival decides to announce it officially.

 

III - Article 3 The global programming of the Paraná Festival and the schedules of the projections are the exclusive competence of the Festival steering committee.

 

 III - Article 4 The copies must be adapted to the technical requirements of each section of the Festival. The required supports for all sections of the Festival will be DCP and 35 mm.  III - Article 6 The transportation costs of the copies of the selected films, as well as the insurance of said copies will be borne by the participant until they arrive at the Festival headquarters, or their customs agent.
